How do i install a Lutron TG-603PH toggler swith

Double check the model number - is it a TG-600PH or a TG-603PH?

If its a TG-603PH, and this is part of a 3-way circuit (there's another light switch that turns the lights those same lights on & off), then this is normal. If you flick the other light switch, you'll then see that the dimmer works like it should. This has always been the case with 3-way switches, up doesn't necessarily mean "on" and vice-versa.

If its a TG-603PH, and this is part of a single-pole circuit (this is the only light switch for those lights), then the product is miswired, and upside-down. To fix the miswire, look at the screws on the back of the unit (ignore the green grounding screw for the time being), two of those screws are made of the same material (same color), and only one of them should have an electrical wire going to it. Take that wire out and put it on the other screw of the same color. That fixes the miswire. Then when you re-install the device, flip it upside-down from what it was before.

If its DEFINATELY a single-pole, TG-600PH, then call their tech support center at 1-800-523-9466 - because that makes absolutely no sense.

WHEN ON DIM THE LIGHT FLICKERS

That is because the dimmer is designed for incondescent lights and you are using compact fluorescent. To solve the flickering problem add at least one regular bulb to the system. If there is only one bulb then replace with a regular bulb if you are using a dimmer.

Check rating plate on device, or rating that shows in product manual.
Also if the dimmer does not need neutral wire to power the device, then it will be rated for incandescent-only, and not be rated for CFL
This dimmer is for incandescent light only up to 600 watts, and will not work as expected for CLF bulbs etc

Yes. The dimmer can be installed at either location - I think the instructions only describe the one location just to attempt to keep it simple.

To connect it at the other location, use the instructions you have, except where it says to connect to the house-wire that has 120-volts on it (connected to the breaker), instead, connect it to the house-wire running to the light fixture.

The most likely possibility is that the dimmer simply broke. I would call Lutron tech support at 1-800-523-9466 to help you diagnose it and possibly send you a replacement (available 24/7).

Replaced existing Lutron skylark low voltage dimmer

You will need to return the 3-way dimmer and get a single pole dimmer, as the Lutron Skylark series is suspectible to failure if connected to a live circuit first, or misconnected at intial installation. As an electrician, I ceased using these dimmers years ago, due to the rash of call-backs by customers and went with Leviton togglers and have had excellent results.

If you purchased it at a 'big box' store, they will accept the return as a defective item, as they have national agreements with their suppliers to accept customer returns. Just tell them it didn't work and you want a store credit, you can then purchase the lower priced single pole dimmer you need and save some money in the process too.

Dimmer Installation

Dimmers should always be connected to line voltage (usually 120 volts). That is, when a dimmer is used to control a low voltage transformer it is always connected between the source of the power and the primary side (the line voltage side; the 120V side) of the transformer; it is never connected to the secondary side (the low voltage side; the 12V or 24V) of the transformer.
