read entire solution first, see the 6 modes section.
First thing you need to do is print an EEPROM information page, step number 2 below.
Once you have an EEPROM print you can reset the waste ink counter, if needed, which is step number 4 below.
Service Mode: This printer has a service mode for service-related settings and for performing test prints. The operator panel buttons are used to enter the desired service mode.
Service Mode Operations
With the printer powered off, hold down the "Resume Button" and press the "Power Button".

While holding down the "Power Button", release the Resume Button" and press the "Resume Button" twice in succession. Now release the "Power Button".

The indicator will blink in green and remain lit in green.

Select one of the following service mode functions by pressing the “Resume Button” the specified number of times.

1 time = Service test print.
2 times = EEPROM information print.
3 times = EEPROM initialization
4 times = Waste ink counter resetting
5 times = Destination settings
6 times = Print head deep cleaning

Then press the “Power Button” one time to perform selected function.

If you press the "Power Button" two times it will take you out of service mode.

This information is listed above in this thread and many times in other Canon threads in this forum. I simplified Canons wording so I could remember the service mode functions easier.

I got service error 5100 after a paper jam sometimes 5 times blinking orange. in my PIXMA IP 3000

to fix it
1. Turn off printer
2. Hold down Resume button and press Power button.
3. Keep holding down Power button and let Resume button go.
4. Press Resume button 2 times then let BOTH buttons go.
5. Green lights will flash and then stop blinking.
6. When green lights are solid, press the Resume button 4 times.
7. Press the Power button and the printer should turn off, if not,
press the Power button once more.
8. Your printer should respond as normal..

or: and Also;
Unplug unit, hold power and reset button down then plug it in while still holding both buttons down;
Then to step 3 above.

I have tried to follow all advices here to restet my IP3000, 5 orange flas, one green, but it does not work.
After done step for, the green light NEVER stop blinking. Instead the orange flashes comes back as ususal. I have tested this several times now, and I am used to do service at printers.
There must be an error in the description, OR my printhead is too much damaged.
A new one is more expencive than a printer, but I have ink in stock :-(

Solution: 2 Reset the printer

Resetting the Printer By resetting the printer's power, the print buffer is cleared and certain sensors are reset. If there is invalid data in the buffer, or sensors are stuck in a particular mode; errors may occur. Follow these steps to reset the printer:
  1. Turn the printer off with the Power button (if available).

  2. Disconnect the data cable from the printer (not applicable to WiFi, Bluetooth or Infrared) .

  3. Unplug the printer's power cord for approximately 10 minutes, and then plug it back in. If troubleshooting a communication issue, reconnect the data cable (not applicable to WiFi, Bluetooth or Infrared).

  4. Turn the printer back on.

Hi, The orange light in my canon ip1600 printer is blinking 5 times and green light once alternatively. Please give me a solution to fix it. What is the reason behind this problem? Thanks.

Probably your waste ink counter. Should be cleaned or replaced before resetting but usually you can get away with resetting once.
1. Start with printer OFF
2. Hold down RESUME and then hold down POWER
3. Release RESUME
4. press RESUME twice, then release POWER
5. let green light blink until printhead has finished moving.
6. Select functions below with RESUME, execute with POWER

0 presses - green light - Test Print (exit service for i960)
1 press - orange light - EEPROM info print
2 presses - green light - EEPROM initialise
3 presses - orange light - reset waste ink counter.

My ink cartridges wont are stuck. They will not move at all. I try to print documents and it just says printer has an error. On the screen of the printer it shows E and 5 blinking and the alarm light is...

If the orange light is blinking 5 times then the error is:

[From the service manual]
The print head is not installed [1401], or it is not
properly installed (EEPROM data of the print
head is faulty) [1403 / 1405].

I'm guessing that you've been using this printer and printhead for a while though so it's more likely that the printhead is dead and you need to purchase a new one.

Depending on where you are in the world, getting a new one is pretty simple but costs vary.

In the USA, buy direct from Canon and you'll get it pretty cheap.. Unfortunately elsewhere, like the UK, you have to pay more than the printer is worth to get a new one which is frustrating.

Hope that helps.
