Are you logged into a Windows profile w/ Administrator privileges?
If not, change your user profile rights to Administrator (from another Administrator profile).
If the problem persists, enter Safe Mode and try enabling and disabling NAV (Norton Antivirus) from there.
If the problem still persists, you may have picked up a virus that disabled your AV software. You can go
HERE if you like to perform an online AV scan. There are other sites as well that will do this for you. Just perform a search engine search on "Online AV Scan".
