Best approach would be to bring to a service centre. The bleep only indicated that the power recognition part of the controls are operating but as these are at the start of the control circuit it does not indicate the health of the actual control card.

try doing a full recovery disc of your windows then try and do a restore or factory reset.somtimes that works.
you will need to take the keyboard out and clean with warm water.coffee is the worst thing you can spill in there because it gets all sticky,and yes if you take it to a shop,stright away they will say you need to replace it,mind you that would be the right way todo it because if you just wash it you wont no if its going to work till you put it all back,how much will cost?depends on were you take it.keyboards run from about tenpounds upto 25pounds or more depends on what type it is.pluse the cost of the work todo it.
One or more of your memory modules are bad. You need to find out which one by removing all but one. Insert it into the #1 slot and then boot. If it boots up ok, it is good. If it beeps, it is bad. Do this for all modules. replace the Bad Module(s) with new one(s).
Sounds like your filter capacitors are bad or weak and some 60hz ripple is getting through. If you have an oscilloscope, check the output to see if there is any ripple voltage.
