I have the same radio. But I never had this problem with the Galaxy, only with my Midland. Sometimes like Jim said the switches get dirty and must be cleaned. My problem was that the receive gain knob was moving on its own on my midland, something called auto adjust, but the Galaxy has a similar function built in the radio's PC board that allows more clearer listening and transmit. You cannot remove this component because it is in the PC board itself, however you can isolate it or you can have it calibrated by a licensed professional.
Hope this helps!

SOURCE: Galaxy 99v off Frequency
it is either a bad soilder on your crystal or your crystal is going bad

Likely the radio has a blown detector diode on the board as FM uses a special demodulation detection circuit called a quadrature detector or a discriminator detector the SSB circuit uses a product detector so the only other thing used in detection is the Am detector Diode. That is the first place to look if it is not bad it will be somewhere in that circuit.

You are obviously off frequency. Two things. One does it just cycle 2, 3, or 4 frequencies and then continue to recycle those same frequencies despite going up or down in channels? If this is the case there is a board in the CB called a PCB board. If you open your radio it is a little circuit board. Held onto the side of the radio by a screw and has two or three connectors leading to the board. Replace that little board and your radio will be good as new. I have seen radios come in my shop many times and this is the fix. What that board does is send a signal to the crystals to start mixing a frequency. When it goes out it just sticks where it is at or only mixes a small few frequencies. Here is a link to a place that can take care of you. http://maycomcomm.com/ I trust Maycom with all my new Galaxy parts. Now for the other option. Is it just randomly switching frequencies no matter the channel? We call this oscillating. If this is the case it could be a bad crystal. Could also be a bad PLL. If the CB is Oscillating I recommend you take it to a tech with an oscilloscope to have it repaired. You have to be able to set the mixers and an oscilloscope is the only way. This is the most technical part of the CB (front end)
