Missing variable control voltage on the blower fan control module on a 2008 Buick lucerne

What are you using to test this control signal ? Were you on right wire ?
Blower Motor Control Processor The blower motor control processor is an interface between the HVAC control module and the blower motor. The blower motor speed control, battery positive voltage and ground circuits enable the control processor to operate. The HVAC control module provides a pulse width modulation (PWM) signal to the control processor in order to command the blower motor speed. The processor supplies 12 volts to the blower motor through the blower motor voltage supply circuit. The control processor uses the blower motor ground as a low side control to adjust the blower motor speed.

Chevy Trailblazer EXT Blower Motor Won Turn Off The blower motor in this video don't shut off , but he show's how to test the PWM signal right !
Your blower motor control module is probably bad , or HVAC control panel is bad , or a wiring problem !

What is an ICP - RCC - Speedometer fuse for on a 1997 ford taurus dohc ICP - RCC?

Hey Brian ,
ICP - Integrated control panel
RCC - Remote Climate Control Module
Integrated Control Panel-Electronic Automatic Temperature Control
Control Assembly The Taurus, Sable vehicles group together the following systems into a single integrated control panel:
  • AM/FM stereo radio
  • clock
  • rear window defroster switch
  • electronic automatic temperature control (EATC)
  • full-logic cassette tape player
  • compact disc player control (optional)
The remote climate control module is mounted to the A/C evaporator housing behind the integrated control panel. The integrated control panel is connected to the remote climate control module with a dedicated two-wire communication link. The integrated control panel EATC features:
  • a vacuum fluorescent display (VFD) for displaying set temperature, ambient temperature, function and diagnostic trouble codes (DTCs).
  • electro-luminescent backlighting for all buttons and graphics.
  • function override buttons.
  • temperature control and blower speed rocker switches.

    TRACTION CONTROL.

that is what it is desgined to do - reduce acceleration and apply the brakes intermittently when the wheels spin. You have a switch you cn push to disable it. You need to disable each time you start car. See owner manual.

06-10: Traction Control 1996 Contour, Mystique Workshop Manual
DESCRIPTION AND OPERATION Traction Control System The optional traction control system is designed to control wheel spin when accelerating on slippery or loose surfaces. Traction control system is available only with anti-lock brakes. The traction control system includes the following components:
    • Hydraulic control unit.
    • Throttle control actuator (9N825).
    • Traction control switch.
    • Traction control warning indicator.
    • Front brake anti-lock sensor (2C204).
    • Rear brake anti-lock sensor (2C190).
The traction control system operates as follows:
    • System functions by transferring torque from the spinning wheel to the wheel with the most traction.
    • This is achieved by applying the brake at the spinning wheel through the hydraulic control unit or reducing the throttle opening.
    • Traction control braking and throttle control occur at vehicle speeds up to 50 km/h (30 mph).
    • At vehicle speeds above 50 km/h (30 mph), only throttle limiting control is used.
    • If speed control is operating when traction control system engages the traction control system will disengage speed control through the use of a speed control relay. This action is the same as applying the brake pedal with speed control engaged.
    1996 contour
Traction Control Switch The traction control switch is located on the instrument panel, left of the steering column.
