SOURCE: My sony DCR-HC26 TOUCH SCREEN NOT WORKING

it's not exactly the same, but this website shows a pretty foolproof way on how to fix it on a different camera.

i fixed the touchscreen on my hc26 with it on the first try. i put a piece of paper folded a couple times under the ribbon cable connections where it meets the screen (against the plastic frame for the screen, under the blue cable), and put a piece of cardboard against the circuit board to give it more pressure from that side. works like a charm!

SOURCE: touch screen stuck on set

The most likely cause for this is a damaged or defective flexible ribbon cable that connects the LCD to the camera body and can be repaired fairly inexpensively. However, it's not a user serviceable problem and will need to be repaired by a qualified service technician.

SOURCE: sony handycam DCR-HC26 touch screen not working

This is usually caused by a defective LCD module or a defective flex cable that connects the LCD to the camera. I recommend replacing them both at the same time. The LCD / Touchscreen module is no longer available from Sony at an reasonable price for this Model. However, I have a limited supply of them in stock as well as an aftermarket supplier with hundreds of them.

I haven"t used my camcorder for about one year and

It is likely that the flex cable that attaches your screen to the main camera is bad.
Try flipping the screen against the side of the camera and see if that makes it work, if not then a repair is probably needed.
