Hi. When the machine is on, does it display a flashing light or LED on the display for a fault code? Is the free-wheel lever switch operating correctly?
You might have a sticky brush in the motor. Take the brushes out and check their condition. If the brush caps are not tight enough then the current arc's on to the side of the brush, and it jams in the brush holder.
Check the resistance through the motor before touching the brushes. Check motor and battery connectors for continuity and any sign of heat or melted plastic. Check operation and resistance of the brake unit. Most controllers in mobility scooters are quite reliable, so always eliminate all other possibilities before looking at the controller. Good luck. First of all,
Make sure the freewheel lever is unengaged (up or down ?) , this can be tested by pushing the scooter forward , you should hear gearbox clunk,(Freewheel not engaged) Not all scooters sound a alarm when freewheel is engaged.
is the power indicator working okay,
Does the Wig Wam move freely, the thumb throttle part,
Check under the seat to make sure you have not blown or tripped the fuse, if it's a switch simply pressing the button will sort it, if not check the two prong fuse ,
you may also have some reset buttons on the stem so look out for them.

I think your batteries haven`t been charged properly,or they have been left standing so the charge has leaked out.At a minimum your batteries need to be charged for 12 hrs a day for the first month if not they will not build the capacity and will dwindle and die for example it is at only 25% capacity,but looks like a fullcharge, it says it fully charged but will die
quickly this happens because it is charged to its full capacity but that is only 25% of the batteries true potential
resulting in short battery life.
Unfortunately majority of scooter batteries like this have to be newly replaced.
