The loading diode of the right 19V laptop charger goes off when I connect it to th laptop, it does not if connected to my former Acer laptop. The reseller told me the motherboard needs to be renewed. It would be too expensive in relation to the price of a new laptop! Is this true, can I fix it myself.

Suggest you cut out the middle man, (Reseller), and replace it yourself. Keep your hard earned money in your pocket, and stop listening to the prattle of that reseller.
One thing to bear in mind when it comes to the HP Pavilion dv2000 series, Pavilion dv6000 series, and Pavilion dv9000 series;
the cooling for the graphics chipset is INADEQUATE.
This is also a good time to fix that problem.
More on that later in solution.
HOWEVER, when purchasing suggest you contact seller, and ask what the return policy is if motherboard is no good.
Tell seller you are using an ESD wrist strap, and following Anti-Static Precautions; and this ain't your 'first barbecue'.
Which you better be. Wearing an ESD wrist strap, and have it's alligator clip attached to a good ground source.
Your body carries Static electricity. Static WILL fry out (Short Circuit), the delicate hardware components inside a computer.
Wearing an ESD wrist strap, and having the alligator clip attached to a good ground source, ensures your laptop is safe from Static. (From you)

I feel an Anti-Static Mat is unwarranted, and can explain in detail.
You can set a large metal serving tray (Unpainted), on the table you're working on; and connect to it.

Use a multi-compartment container, for the various screws you will remove.
Label each compartment for the area the screw/s come out of.
SOME screws look VERY similar to other screws.
Advise do NOT mix them up.
Make a personal record as you disassemble. Make notes and drawings if needed. Take photos, or use a video cam. (Use good lighting)
It's nice to have a Service Manual, but even nicer to have your OWN personal information too.

NO, I do not agree with reseller, lol!
Granted not everyone wants to attempt board level component repair, but replacing a motherboard isn't that difficult. I have taught two
9 year old children to do it.
So................$35 USD to $70 USD for a replacement motherboard, is going to = a new laptop?
$229 motherboard isn't going to = a new laptop.
