Obesity is when you have an excess proportion of body fat. The BMI (body mass index) is the way that obesity is checked - a number of 30 or above is considered as obese.

Really, Amy? None of the four numbers you cite in your question changes the answer, which you already know is YES, your health is at risk. Can you walk a mile without problems? Have you had your blood sugar checked? At 5'3", obesity starts at 169# with a BMI of 30. You're way past that. I'm not trying to be mean, just realistic. A year ago I found myself at your weight and I knew I was in trouble if I didn't do something. My weight now is in the 130s and I expect to lose another 15#. It can be done - you just have to really want it. You have one number in your favor - 28. Start now, it'll be easier at your age than it was for me. And your skin is still resilient so you won't have to deal with sag. You'll feel better and will live more comfortably. And you'll walk that mile with a 78 blood sugar level.

HOW DO I calculate my BMI IN MATH PROCESS

Assuming you are in the USA and use these units:

W is your weight in pounds
H is your height in inches

BMI = W / H^2 x 703.

So if your height is 5' 10" (70") and weight is 180 lbs

BMI = 180 / (70 x70) x 703 = 25.82

So <18.5 is thin
18.6 to 24.9 is healthy
25 to 29.9 is overweight
>30 is obese

Effective ways to treat obesity

Obesity is not only a physical disorder but is also habitual and mental. A large percentage of first world country residents are obese. As a formerly obese person my opinion in the most effective treatment is to exercise portion control while maintaining a greater average of physical activity. Most people do not even know what a correct portion of any thing looks like or how it feels to be hungry. When I made the change it was difficult but once your stomach because accustom to correct food amounts it is transparent and weight is fast to drop off without much change in other portions of life.
