basic what the 2 from there said, no video, fans work, power pressed to shut down doesnt work, need to turn off on the power supply. No error beep, nothing, just doesnt work....

First of all Sempron is the slowest processor you can get. Secondly this is most likely due to a driver. Does it bluescreen? What exactly is it doing, powering off? Does it give any error codes? If its simply powering off with no error it could be faulty hardware or the processor could be overheating.
I would make sure you clean your heatsink with a can of compressed air to make sure its not overheating.
I would first go to the motherboard manufacturer website and update all of your drivers.
Also, does it boot into safemode at all?
Mash F8 during boot up continually until a menu appears and try "Safe Mode with Networking". Post back the results please. Thanks

the drivers and how to update them if your computer came with
a motherboard disc the drivers could be on it click start control panel
administrive tools ,computer management ,device manager look through all
of your devices if you see a yellow question mark?or exclamation mark
! or red x right click to reinstall
drivers or if you can see your usb but
its not working ports(com&lpt)right

If your using AMD LE-1150 you cant use a dualcore nor a core2duo because the socket of your motherboard is for AMD microprocessor only you can upgrade or change your procs to any AMD AM2 dual core model make sure you check the specs of your motherboard for supported CPU list. you can find that in their website
processors are being supported by motherboard drivers. install or update your motherboard drivers and voila! You will have a supported le-1200. Hope to be of help to you.
You need to know the type motherboard you have (or system) to get the correct drivers. The drivers are dependent upon the motherboard and the chipset on it, not the CPU. If you have that information, I can help you.
