Headlights were flaky, sometimes would work, sometimes wouldn't. Now only the high beams work, no low beams and you have to hold the high beam switch in order to keep the high beams on. Could the headlight relay need replaced? Already replaced the low beam bulbs, not the issue. High beam switch clicks but doesn't stay on unless being held.
Sounds like it's in the actuator itself - the part that you move on the steering wheel or dash to put the high beams on or the headlight switch itself.. Find the ground wire on the headlights and run a new wire from that directly to the body somewhere so it gets a good ground, or directly to the neg side of the battery.

disconnect the module that is mounted in front of the fuse box .Then carefully clean the the connectors ,they are usually pretty dirty.After they are clean put it back 2gether.If it doesnt solve the prob then u might have to stick some washers on your bottom screws so that your module is angled in.This will ensure a solid connection.

try the lights with the tilt wheel in the up position. If the low beam works then, a wire has pulled out of the connector on the mutipurpose switch inside the steering column. remove the covers behind the steering wheel on the column and there is a large multi wire plug with many wires. it should be obvious which wire has pulled out or broken.

Have you checked out the switch itself? Seems like the problem might be there.
If the lamp bulbs are sill intact, that's probably the most likely solution. There's a possibility you have a short somewhere in the switch relay that will allow the highlights to turn on but not the low beams.
