It could be several things. If nothing is turning up front, raise the vehicle and see if the flywheel is turning with the starter. If it is turning and the back of the crankshaft is turning with it and the front still isn't turning it is possible the crank is broke. Check the flywheel though and be careful when someone turns it over.
Does it make a clunking noise when turning? How about a continuous clicking noise when turning? That would be tie rod end if clunking, or cv shaft (ball bearings) if continual clicking when turning. Sometimes turning very sharply can put to much pressure on the power steering pump and strain on the belt when turning. Do check your steering linkage and make sure nothing is rubbing against the tire when turning.
