When printing from my PC to the Bizhub C360, the result is a drastically reduced print area, literally almost postage stamp size, in the upper left corner of the page. I've not been able to adjust
This is a business printer/copier that is connected to a print server network, however all of the PC's that are mapped to this machine have the same difficulty when printing.

Please follow the steps below on how to print on an envelope:
The print side of the envelope is faceup.
The paper guides rest against the edges of the envelopes.
You print the envelopes with Landscape orientation. Note: If you are mailing within Japan, then the envelope can be printed in Portrait orientation with the stamp in the lower right corner or in Landscape orientation with the stamp in the lower left corner. If you are mailing internationally, then print in Landscape orientation with the stamp in the upper left corner.
You select the correct envelope size. Select the next biggest size if the exact envelope size is not listed, and set the left and right margins so your envelope is correctly positioned.
Yes, you are indeed doing something wrong. In terms of the "free" electronic postage offer, what you want to sign up for is the "DYMO Stamps" program, offered via endicia (this is different from endicia's other PAID programs...just be aware).
Simply put, just google "dymo stamps" and the first hit will bring you right to the sign-up location you want.
Just to clarify, unless you have a special program I'm not aware of, stamps.com is most definitely NOT free. They require a monthy fee (of course, they do have a free first month if that's what you're talking about). Regardless, stamps.com DOES work with the LabelWriter 400...but just not with the special "Dymo Stamp Labels" (these "stamps" only work with the free monthly servcie I mentioned earlier, "DYMO Stamps"). You can print up postage/labels via stamps.com just fine using the other size 2-part or 3-part labels sold via stamps.com or dymo.com's store.
