This would probably be a mechanism fault. For sure it's not software related, but hardware related.
Which means the best thing to do is to take it to your nearest Toshiba service center, so they can repair / replace your DVD-RW drive. A new DVD-RW is not expensive and it's fairly easy for a qualified service technician to replace it.

have you manually tried to eject the disc tray? There's a little hole on there somewhere, stick an unbent paperclip or safety pin in it and push until the tray starts to come out, then pull the tray out with your fingers.
Once you've done that, push the button to allow the tray to automatically retract.
You need to download the driver for this device from the manufacturers website. Reinstall the device using the new driver. This should fix the problem. Hope this helps & please remember to rate my answer. Thanks.
