Can you clean the tank on an Emerson Hot 1 model hot water dispen

I have an emerson hot water dispenser...I think hard water has built up in the tank and was wondering if its possible to flush the tank out with vinegar or something to remove the hard water?

If it was me i would try to get vinegar into it let it sit for a while and flush it out

I have an insinkerator hot water dispenser with stainless steel tank, and the tank is now leaking. I'm wondering if it can be fixed or needs to be replaced

Replace water heater if tank wall is leaking.
These things have short warranty period.
Stainless steel will theoretically last longer, but steel tank water heaters have replaceable anode rod to prevent rust-out.

Insinkerator hot water heater takes a long time to dispense water

It may have mineral deposit buildup on the inside. You will need to consult your maintenance manual to see how to flush the unit and clear it of deposits. You can also contact Insinkerator for the information as well. You can use vinegar to clean it just like you would a coffee pot. Take the inlet supply off and using a funnel pour the vinegar in and turn the unit on.
