The motor could be ceased up. do you hear a buzzing noise? if you dont hear a buzzing noise, turn it on for about 1 minute, unless it starts smelling hot or starts smoking. if nothing happens after that, try replacing the power cord.

Use only BISSELL Style 10 Replacement Belts (#32074) in your BISSELL PowerForce Bagless.
Unplug cleaner from electrical outlet.
With Rotating Floor Brush removed from vacuum cleaner, grasp old Drive Belt and remove from Motor Pulley. Discard old Drive Belt.
Place new Drive Belt over Motor Pulley and stretch other end over Rotating Floor Brush in the space between the bristles.
Place ends of Rotating Floor Brush down into slots on sides as shown.
Turn Rotating Floor Brush by hand several times in the direction of Motor Pulley. If properly installed, Drive Belt will center itself on Rotating Brush.
Reposition Brush Cover and snap back into place. Check to be sure all three latches are secured.
When you turn on the vacuum, do you see the motor that spins the belt spinning at the bottom? If not, it sounds like you may have a burned out motor.

May not be your exact model but should be similar.
The Bissel vacuums include an internal thermal protector to protect it from overheating. When the thermal protector activates, the cleaner will stop running. Should this happen proceed as follows:
1. Turn the cleaner OFF and unplug from electrical outlet.
2. Check the Pre-Motor Filter and Post-Motor Filter for dirt accumulation.
3. Remove any clogs.
4. When the vacuum is unplugged and motor cools for approximately 30 minutes, the thermal protector should automatically resets and cleaning may continue.
5. If the thermal protector continues to activate after following the above steps, your cleaner may need servicing. Call Bissell Customer Service:
Hmm, you really should not ever rinse out your vacuum unless you have a model that specifically states it is called for. If you must, then use only a slightly damp sponge or cloth. There are so many ways water can have ruined your motor. Let the whole thing sit for several days (drying parts inside) and then plug it in and try to start it. It may not. For fun you can try a different outlet on the off chance it is not related to water damage.
Good luck:)
