Remotely would imply a different building or location. What exactly are you trying to accomplish? Do you mean hook it up in one room and record and watch shows in another? Or over the internet? Give more info.

1.You will possibly need to configure the router for what is called "port Triggering"
2. from what I read is that there is no IP via the Hikvision external there fore requiring a new IP each time for connectivity.
Instruction set from the manual states:
To add a new rule, follow the steps below.
1. Click the Add New... button, the next screen will pop-up as shown in Figure 4-40.
2. Select a common application from the Common Applications drop-down list, then the
Trigger Port field and the Incoming Ports field will be automatically filled. If the Common
Applications do not have the application you need, enter the Trigger Port and the
Incoming Ports manually.
3. Select the protocol used for Trigger Port from the Trigger Protocol drop-down list, either
TCP, UDP, or All.
4. Select the protocol used for Incoming Ports from the Incoming Protocol drop-down list,
either TCP or UDP, or All.
5. Select Enable in Status field.
6. Click the Save button to save the new rule.

check the "Local management" in the router
you must allow certain devices to obtain an IP via either MAC address or IP address.

Why have you two routers connected to the same network?
1. TL-MR3020 Portable Wireless N Router
2. Three ZTE MF730M dongle (router).
The problem is the router does not know which route to choose, so remove one of them and it should stop dropping out.

insert your 3G Card adapter to the USB port and thenuse your PC come to http://192.168.1.1 log in to the admin with name admin, password admin .
Open the operating status, it will show being identified, waiting about 20s it will done. else if it can't be recognized. You need to set the BIN file by you self, you can download the file from www.tp-link.com

Have you set the TP Link TL-WA901ND IP to have 192.168.1.1 as the default gateway ?
Also DHCP server is where ?
