After plugging in my coffee maker, the program light and time flash once per second. The coffee maker does not operate, I cannot turn it on. There are no beeps indicating a faulty door or cover switch. Could the water filter be restricted or need replacement?
Here's the link to the user manual if you need it; http://www.cuisinart.com/share/man/34_man.pdf The water filter should be fine - if not it should be obvious to the eye that it is blocked/restricted - hold it up to the light. Try running through the descaling procedure in the manual if you havent recently - if it doesnt let you run a cycle, try it overnight without running it, and see if it will let you run a vinegar cycle in the morning. Try and pour vinegar into all the parts you can where it would go if a cycle was able to be run. If that doesn't get it running, check that none of the program/time setting features are still on - they should turn off after a few seconds, but maybe it is stuck in "time set" mode or similar. If none of the actions in the manual change the setting, try unplugging the unit and leaving it for at least half an hour unplugged, then hold down the power button when you plug it back in - this should reset the machine. Have you tried just taking the charcoal water filter out? - if the machine will run with no charcoal filter then you might have found your problem.
Try the descale also just trying to pour vinegar into all the places you can where water would go if a cycle could be run, then leave overnight. Give the unit a bit of a shake. Hopefully that will at least eliminate the chance of scale being the problem.
If after contacting Cuisinart you feel you want to open the unit up, first check the control board for any obvious burnt components/board or water residues.
After that check all the cables that plug into the board for anything unusual, unplug each and clean the contacts - ideal is just a soft dry cloth - (old cotton t-shirt material works well).
If no joy after that, take a clear photo of both sides of the board and post them back if you can - one of us may spot something worth checking/replacing before going to a whole new board.
If you have any doubts at all about the lid/cover switches, try accessing the back of each and shorting across them one at a time to check if they are faulty, or disconnect them and measure continuity depressed/not depressed to see if they are ok. microswitches tend not to be too waterproof, so failures could happen.
If you have access to a multimeter, and the nominal voltages from the power transformer are written on it, you can test these to see if the control panel voltage supply is lower or higher than it should be.
If you can access the heating element, disconnect it and test it for continuity/resistance too - the element may have failed, causing the error.
Did Cuisinart say anything about the error, or just told you to send it in for repair? did they say they could send a replacement board?
The board sounds to be probably the problem, but it may only need a capacitor or diode replacing - the IC chip(s) are less likely to fail.
If you can get a part number/manufacturer from the board, we can also try to source it direct from the manufacturers instead of through Cuisinart, which may be cheaper.
None of the reviews/blogs/forums I have read discuss the same problem, but the machine is reckoned to be good and reliable, so I think it is worth fixing if we can.
If you are not keen to do it yourself, if you can find a friend who can do basic electrical/electronic work, we may be able to get it sorted online - else any local hobby electronics store/shop should be able to check all the simple stuff on the board for you for little cash.
If you want to have a go yourself, you will definitely need a multimeter and a reasonable digital camera.

3. Press the CLOCK button until the desired brewing time is displayed

4. Press the ON/OFF button to confirm the automatic time selected.
NOTE: The display panel and the on/off indicator light will flash.
5. Press the PROGRAM button to return to the current time of day (the
ON/OFF button will continue to flash.) The brewing cycle will begin

Not helpful. I have the manual and it is not helpful at all, and as I said, machine won't turn on, won't operate, so no de-scaling operation can be performed. I have already contacted Cuisinart before posting, so this part is not helpful either. Have I been charged the $9.95 already for this? I already received a paypal receipt in my e-mail shortly after this help was posted.
Also, I didn't say so in the initial message, the machine does the same thing even when unplugged overnight. I suspected bad control board already, it was the fact that the program light flashed so regularly had me thinking some switch was malfunctioning.
