To get into the system recovery screen ,usually , you have to press the key indicated for this job at the start (before boot). The same procedure like the one used to get in BIOS settings .If the key is not specified on start ..you can try pressing F11 or F12 or F9 ...or the key indicated for boot manager and select the recovery partition in the list , instead of the other boot devices .

for bios press del key on start for most desktops..or f10 for HP ,,or F2 for del or some ....Most laptops except HP are entering bios setup from F2 key ..(pressed right on start ..)But if you need to change the user password you need to get into the operation system and change it from the control panel ..(users accounts)..this involves knowing the user account password...To remove the user password without knowing the actual password you have to have access with another admin account or reinstall the operation system from scratch .(or or use recovery partition ..like i specified in the other answer...)
