It is broken. Return it for replacement or refund. If you can't return it, you could try taking it apart and verify the ribbon cable connection the screen is secure. Otherwise replace the screen.
Boot loader failure its a common symptom with tablets 9 out of 10 tablets i repair have this fault freezing on the boot screen because the operating system is corrupt file missing i would never buy any tablet than an ipad you pay for what you get really.
You can try and upload an os replacement if you can but its very technical if its out of warranty you will probably pay 60 pounds at a shop to have it repaired so its basically a doorstop unless you have any IT friends.
That is a pretty inexpensive tablet. The screen is broken and the machine isn't worth repairing. The screen will cost far more than a new comparable tablet, sorry for the bad news.
Your tablet maybe faulty. I suggest you take it back to the shop where you purchased it for a warranty replacement or repair. If you try to fix it yourself you may void your warranty.
