You can't convert litres to pounds, at least not directly. The litre is a volume measurement, not one of weight (mass, actually). A litre of one material may not have the same mass as a litre of a different material, so a simple conversion factor doesn't exist.
If you know the specific gravity of the material you want to measure, you can convert the volume to a weight. Water is defined to have a specific gravity of 1.0, and 1L of water = 1 kg.
