No vertical output, but vertical ic workng fine, vertical supply ok,

Touch the input pin of the vertical IC, by the blade of the screwdriver, and see whether there is a tendency to change with width of the horizontal line on screen. If so, check and replace the horizontal, video if, vertical oscillator jungle IC. Check the frequency to the input of the vertical scan IC, with a frequency meter. If there is frequency, and still no vertical scan output, check the yoke connection, and make sure that it has no open circuit. Can this be used as a monitor for a computer?

Hello
Sorry. The answer is you can't. Computers output comes as VGA [Video Graphic Arrey],or AGP [Advanced Graphic Protocol]; and it is not directly compactable with TV inputs. The computer outputs, Red_Green_blue and Horizontal and Vertical synchronisation signals seperatly through one VGA cable which goes into the monitor and there they gets processed and you see the image on computer monitor. Monitors are equipped with such circuits to process the same, whereas in the TVs there are not. Your TV is equiped with S-video connection and not have a VGA input connection.
You must buy a VGA to RGB converter for this purpose. It can be bought from the electronic market, and will have instructions and remote control of its own to control it. You must give the computers signal [VGA], to the input of that converter, with a [VGA to VGA] cable and from which the converter outputs R_G_B [Red_Green_Blue] along with an other output contains synchronisation signal, as described earlier, and will have directions in its manual where should it to be connected. Different converters have different confugurations for this connection, and it will be described in its manual. Ok.

Screen says "OUT OF RANGE H:27.8K V: 62.0

That's the monitor telling you it's getting a signal it can't handle. The H and V values are the horizontal and vertical frequencies that control the display. They change depending on your computer's video card settings. The monitor can be damaged if run at frequencies outside its safe range, and it displays the message you're seeing to protect itself.

Start your computer. When the manufacturer's splash screen (logo screen) comes on, press the F8 several times. This will get you to a startup options menu. Select "Start in VGA mode" from the list. Windows will start up then with settings every monitor can handle, and you'll be able to see again.

You might have a game or other graphics application that changes video settings to something the monitor can't handle. If this is the case, and those settings are required, you'll need to invest in a monitor with a greater settings range.

Shrinking of the display

The DB15 VGA (Video Graphics Array) connector contains however 15 pins in three rows of 5 pins each. These five pins carry the color and synchronisation signals, also a digital I2C interface for two-way communication between the video controller and monitor. The common 15-pin VGA connector found on most video cards, computer monitors, high definition televisions which support VGA connections. The following schematic diagram and table shows respectively connector and pin assignment of DB15 VGA.
