This applies to Canon printers but since you did not specify the printer name and model here is the information I have courtesy of Canon's Support Website.

Issue: Alarm / Power light flashes orange 8 times consecutively (Waste Ink Nearly Full Error)
Solution: Press the <RESUME/CANCEL> button to clear the error (1700)

Waste ink absorber error 1700 The printer has a built-in waste ink absorber to hold the ink used during print head cleaning. Eight flashes indicates that this absorber is nearly full.

Press the <RESUME/CANCEL> button on the printer to clear the error, so you can continue the print job. The printer will need to be serviced as soon as possible.

What does Waste Ink nearly full mean? Canon MP370

If you peel enough apples, and throw the "waste" apple-peel into the basket, eventually the basket gets nearly full, and must be emptied.

Similarly, if you print enough pages, some of the ink becomes "waste",
and that "waste-ink" goes into a small sponge-and-bucket apparatus.

So, take the printer to a qualified technician, and get the printer serviced.

A message saying waste tank nearly full comes up and i need directions to fix it?

Hello. this message indicates that the computer merely has to be reset [canon is hoping you will take your printer to them for a costly tuneup] here are the steps to reset your counter:

Manual Reset procedure for waste ink tank full error in Canon Smartbase MP730 printers:
  • Hit the “menu”: Key
  • Hit “Copy” Key
  • Hit “#” Key
  • Scroll thru the menu headings until you come to “Test Mode” - 12th heading
  • Hit the “3′ button- this will bring up Eeprom Clear
  • Hit “0′ button
  • Hit the “Stop” button

Here is a link where you can download the entire service manual for $4.00. http://www.tradebit.com/filedetail.php/4546475-canon-smartbase-mp360-mp370-mp-360-370

The POWER Lamp Flashes Orange Eight flashes: Waste ink tank almost full
The printer has a built-in waste ink tank for the ink used during print head cleaning. Eight flashes indicates that the waste ink tank is nearly full. Press the RESUME/CANCEL button to cancel the error so you can continue printing. Before the waste ink tank becomes completely full, contact a Canon service representative.

Note
Canon recommends that you call for service as soon as this error occurs. Once the waste ink tank becomes completely full, printing will no longer be possible.

Message "wasted ink tank near full" on Canon Multipass F80

Inkjet printers have a fibrous pad inside them that collects the waste ink from cleaning the print head. Over time, this pad fills up with ink and can no longer hold any more. When this occurs, the printer indicates a "waste ink tank full" error.

Replacing the waste ink absorption pads is something an authorized canon service facility can take care of for you. Once they are replaced, it'll be functional again.

Where is a waste ink i have error message says WASTE INK NEAR FULL help me on that, thanks

I have had this problem. There is a counter in your printer that must be reset to move on. The ink tank may not be full, but the counter estimates it is full (and maybe it is an instruction to you to buy a new Canon printer), and to actually empty the ink tank would be an uneconomical task. How do you do it, there are a number of helpers here so Google: MP730 waste ink near full.
