This sounds like a motor control board issue. In my experience I have seen it either speed up when it is supposed to slow down or you will get a pulsating or lunging type action in the running belt. There are companies available that can test and repair said board for a fraction of the price. You might check with Carolina Technical Services LifeFitness motor controller repair
This is a Vista thing that MS still has not fixed. However, when the search for driver page pops up click on manual specify location & point it to, (c:\windows\system32 & check the search subfolders), checkbox. Can't say if this will work for you or not. Some it does. Vista is a devil in a blue dress!
