I'm not aware of them having a timing belt. Do you mean the drive belt? if so, it is supposed to be loose. in the disengaged position. and tight in the engaged position. and to answer your question it is almost always worth fixing. unless you have a lot of money and want a new one. I've seen tillers 30 and 40 years old work just as good as a new one.

Panels are held in place by plastic "pins" (to use your words) that are held in place by the shape of the part it is being pushed into.

Either the pin itself is broken, the part holding this plastic pin is broken, or the other piece being pushed into is broken or cracked such that it can't hold the pin in place.

Inspect both the side panel and the part it connects to. Replacement pins can be purchased from an automotive store or a salvage yard. If the receiving end is broken, you may be able to repair with glue or other type of bonding material.

I look up honda engines at : honda-engines-eu.com they have the best access to detailed information. If you can identify the carb butterfly, any cable should attach to the butterfly control. I see a Honda GX100, but not a GX31.

The dethatcher uses clamps through holes to attch to the sweeper. Use a drill to make new holes for the clamps.

If the lever itself is broken remove it it will have a cable attached to it. unhook the lever from the cable and pull the inner cord of the cable with plyer's or simular. If the lever is'nt broken it may be stressed so follow the same process. As to removing check arround the lever for screws if no screws the lever pivets on a pin gently tap out the pin with a small punch and hammer if you havent got a suitable punch then file or cut the point of a small nail.
