This can happen if you have a non-system disc in your CD tray and attempt to boot up the computer. If there is a disc in your CD tray try removing that and see if it works. If that does not work you should go into your BIOS (often your computer will give you a key to press when booting up). Go into boot priority (you may need to look around a little) and make sure that your hard drive is the primary boot device, and not the CD or DVD drive.
I hope this helps!
allow me to investigate, by requesting your service tag #
also, what memory do you refr to, memory modules isntalled ? if so, where did you buy the memory and are they approved by dell ?
Update firmware version from the support site. support .dell.com enter your "service tag" to get proper device driver then flash or update latest BIOS software from the support site aswell

The M1530 slot drive has no manual eject. If the drive is not ejecting the media, then a service call is required to replace the optical drive. (The old drive has to be removed from the chassis to get the media out of it)
Hopefully, the system is under warranty.
if not, information on removing the optical drive is here:
to save you time you dont have to right click on drive E: and press eject. you can just press the eject button on the hinge cover. this is an image of the hinge cover
on the hinge cover look for this ICONpress it to eject disc.
