yes, HP does buy motherboards from foxconn and quanta.
and more. to a contract spec, (a secret you will never learn)
the PC needs to be stated and was not.
so is white noise, I call it.
the CPU is not supposed to heat until you load it up ,under your dead and unstated OS, nor did you tell what CPU it is.
well not missing the heat sink and that be so WRONG.
my wild guess is PSU is dead, and all fans dead, both.

How to Reduce the Noise of Your CPU Fan

The CPU fan is what keeps the processor of your computer cool while the machine is running. A noisy fan on the CPU can be very annoying for users of the computer. However, it can also be a sign of a dangerous problem in your system. If the CPU fan is making noise, it is probably not running at full capacity to cool the processor, which leaves your computer open to problems involving overheating of the processor. An overheated processor can be permanently damaged.
Step 1

Unplug the computer from the wall. Remove all devices from the back of the computer and move them away from the area where you will be working. Either wear an anti-static wristband or discharge any static by touching a metal part of the computer case.
Step 2

Remove the screws from the back of the computer case with a screwdriver. Pull the sides of the case off and set them aside. Lay the computer on its side so that you can easily see the motherboard and all parts connected to it. Locate the CPU fan; it will look similar to the image in the introduction.
Step 3

Ensure that no cables are hanging low and touching the blades of the CPU fan. Move any cables or other parts that could be hitting the blades of the fan causing noise. Tuck these cables and wires into an area where they cannot interfere with the CPU fan.
Step 4

Use a cotton swab to remove any dust that you can from the blades of the CPU fan. Don't use any harsh solvents or other cleaners that could drip down and damage the processor through the fan.
Step 5

Spray the compressed air into the fan to move the loose dust away from the processor fan. Move the dust into an empty section of the case with the canned air. Don't spray the air too hard or else you can spread the dust into other places in the computer.
Step 6

Use the vacuum cleaner to vacuum up the dust that you moved away from the CPU. Place a crevice tool or other attachment onto the hose to reduce the size of the opening and help ensure that you only remove dust.
Step 7

Replace the computer case. Plug the computer and all devices back in. Boot up the computer and check for reduced CPU fan noise.

That laptop have no to much space to get the air , and when the cpu get hotter , the cooler starts to go faster and than he make noise to much , watch the cooler , take off the dust , and take care of the cpu .

The most common problem is a fan that's failing, or a wire which is hitting the fan blades. There are usually 2 fans: one for the power supply and one for the CPU. If one of these fails completely, its dangerous -- the computer can overheat and basically burn up.

Another possibility is a failing hard drive (the bearings can make noise).
This could also be the graphic card fan failing, or the powersupply fan
( Bad bearings )
If so, it must be renewed.
Try also to blow the case out for dust, with compressed air. ( if any )
Especialy the cpu fan.

Did you get the same or higher wattage power supply? On the HP's the CPU fan runs (faster) when it gets hot. Assuming you don't have dust, are all the fans plugged in? It could be the new PS runs hotter, so you might need to add another chassis fan to offset. Also, I would get a CPU temperature applet just to see where it's at. HP might have some utilities built in that do this. I had a fan that was going bad, though it wasn't making noise, so the only way I knew was by checking temps.

I can not say for sure that this is whats happening, but from your description, it seems logical.

After work is done on a computer, sometimes one of the ribbon (data) or power cables isn't completely secured. It can move around within the case, especially if it is transported (like back from a shop).

On occasion one of the cables comes in contact with a CPU fan (or any of the fans in a computer).If it does, the noise they make is horrendous.

Fortunately, the fix is easy. Get a flashlight and a screwdriver.

• Open the box.
• Switch the computer on
• Locate the noise source if possible paying attention to the areas around the fans.
• When you find it switch off.
• If it was a cable just relocate it out of the way.

Modems don't have fans.
I think you mean your fan in the computer makes a loud noise. Some computers have settings where the fan speeds up if you are doing a lot of things--making the computer work harder.
Some fans make noise just before they fail. Depends on the type of noise. If it's a sound that has a lot of rattling in it or maybe a high screeching sound, I'm thinking you'll be needing a new fan. Probably a CPU fan is the culprit. Also, fans on video cards often go bad--so you'll have to open the case and listen to where the sound comes from.

CPU heatsink/fans are usually sold as a unit at Newegg.com, tiger.com as well as al other computer supply places. Fan and heatsink are specific and  must match CPU and socket.  

If you changed out the power supply then the only other device that could be making that noise is your CPU cooling fan. To be sure, open the case and disconnect the CPU cooling fan plug from the motherbrd (MAKE SURE POWER IS OFF) and see if the noise stops. Don’t worry about the “Fan Failure Error” when you turn on the computer. Just hit F1 to continue. Don’t leave the computer running without the fan plugged in longer then necessary. After tying this procedure, please contact me for further diagnosis.
