I don't think that it would restore the browser functionality but what you could try if nothing else works is to do a master reset. The downside of it is that you will probably lose most of your data.
To do a master reset you have to:
go in Control panel -> Other -> Mater reset.

Restore phone to factory default settings
Restoring your phone can be useful if you lend out the phone or just
want to restore your phone to factory default settings and delete all
user data.
To make a soft reset to delete user data, such as contacts, messages, and downloaded games:
Tap Dialler and enter *#7780#.
Tap Yes to restore all original phone settings.
Enter the lock code (0000 by default) and tap OK.
The phone restarts.
To make a hard reset to delete user data and all settings:
Tap Dialler and enter *#7370#.
Tap Yes to restore all original phone settings.
Enter the lock code (0000 by default) and tap OK.
The phone restarts.
Note: When making a hard reset of all content, you may lose content that was in the phone when you purchased it.
Hi it's better formatting the internal disk instead of the master reset. The way to do that is entering the Service Menu (Jog Dial Up/ Press * / Jog Dial Down / Jog Dial Down / Press * /Jog Dial Down/ Press *) and choose "Format Internal Disk".
REMEMBER THAT ALL YOUR INSTALLED APPZ AND SETTINGS WILL BE LOST (the phone turns in factory defaults settings)
