OSHA is the United states department of labor Occupational safety and health administration. They have to inspect your wire hoist every year to make sure that you and your employees are safe when they are using the wire hoists in your facility.
I found this set of instructions to be very detailed and helpful when I had to set up my wire hoist. Good luck and stay safe!

Rotate the hoist shaft counterclockwise until approximately 15 cm (6 in) of cable (1) is exposed.
While holding the latch pin (3), fully depress the latch
button (2) and release the secondary latch from the hoist assembly.
Some side-to-side and/or up-and-down movement may be necessary to
disengage the latch mechanism.
Continue rotating the hoist shaft counterclockwise in order to lower the hoist the rest of the way.
If this does not release the secondary latch, the spare tire hoist will need to be replaced. See the following procedure.
Important: If the spare tire hoist has been
fully raised without a spare tire in place, the secondary latch
mechanism may have become engaged. If this has occurred the hoist will
not lower and the following steps will need to be
followed:
With the vehicle in NEUTRAL, position it on a hoist. For additional information, refer Maintenance/Service and Repair.
CAUTION: Do not allow the caliper and anchor plate assembly to hang from the brake hose or damage to the hose can occur. Remove the bolts and position the caliper and anchor plate assembly aside.
Support the caliper and anchor plate assembly using mechanic's wire.
If necessary, remove the wheel bearing from the wheel hub.
CAUTION: Do not apply lubricant to the threaded end of the wheel spindle. NOTE: Clean the wheel spindle (including the threaded end) of any dirt or grease using the specified solvent before installing the brake disc. To install, reverse the removal procedure.
To ease installation, lubricate the inner race of the bearing assembly using the specified lubricant.
