Sounds like you need a new gasket. Turn off the water,empty the tank,remove the bolts from the underside of tank,lift tank off,replace gasket,or check to see if the gasket has been installed correctly. Does the gasket look like it was compressed straight? If not then you can attempt to re-seat with the same gasket,but if it still fails to seal you'll have to buy a new gasket.

Have you tried shutting water off and take top of valve appart and flush it out. It may have something in valve causing water to be restricted. It will have an arrow on it to direction to get it to come off.
Take appart and clean rubber disc and you can put something over top of valve , a small cup or something to enable you to flush the tank. Have someone help you and hold the cup above the valve so that when you turn water on for a few bursts to flush out the valve it goes into tank.
The actual stream that flows through valve is restricted down to almost 1/8 " opening so it wouldn't take mush to block the flow of water.
The disc you take out you can replace it, if it seems to be damaged and not working correctly. That will affect the flow also.

The water level in the bowl is determined by the built in trap in the back of the bowl. Water is allowed to enter the toilet and it then "over flows" the p trap in the back when flushed. Once it's flowing, it syphons the water out of the bowl. While the tank is re-filling, a small portion of water should be running down the overflow from the small hose clamped onto the overflow This rinses the inside of the bowl, as well as helps-refill the bowl. Be sure that hose is directed inside the overflow tube. To see what the max water level in the bowl can be, add some water from a cup or glass. Once it's full you can keep adding and it won't get any higher. This will be the max level you can expect.

I am not familiar with the model of toilet that you have, but many toilets suffer the same problem. It is usually due to the toilet cistern over-filling, as the water running into the bowl is the safety-overflow mechanism. The overfilling can be for a few reasons. The most common is that the fill valve is being held open, either due to mal-adjustment, or due to it being postioned slightly wrongly so that it hits either the side of the cistern or another part of the mechanism and can't close off properly. If you lift off the top of the cistern and watch what happens when the flush goes, you might be able to spot what is preventing the valve from shutting off entirely, and solve it. Hope this helps! :)
