"No signal" usually means you are on the wrong input. Look at the back of the TV to determine what plugs were used to hook up the Dish box, it will be labeled nearby (like Video 1, Component 1 or HDMI1). Now find the "Source" or "Input" button on the TV remote (it can also be found on the TV) and set it to the input the Dish box is plugged into.
If you are using the Coax cable (the kind that screws on), go into the menu of the TV and run a "Channel Search/Scan". This will find the channel the Dish box needs to be set to on the TV.
Let me know if this doesn't work.

I understand Ilo's are made by Tatung. You may try 0055 or 0003. I haven't confirmed this, but it's worth a try. http://www.hifi-remote.com/ofa/codes-tv.shtml#tv

I unhooked the new tv and hooked up the old one to see what channel it was on and then rehooked up the new tv and put it on the same channel as the old one. This worked but I also had to put the cable into the hook up on the back marked cable instead of the one marked HDTV.

Your Dish remote was probably designed years before the Emerson set and may never have codes for it.
However, you can try the followng brands from the Dish code list to see if you can get some basic functionality:
Funai, Symphonic, Sylvania, Aventura, Durabrand,
ESA, Magnavox, INSIGNIA, Philips and Misakai
All of the above are manufactured by Funai - the least and lowest of the Japanese electronics firms.

If you are using the Component RCA video connectors (RED, BLUE, GREEN) make sure they are correctly attached at both ends.
