No picture No video signal

sounds to me like the signal strength from the samsung galaxy

Since it seems the original board did not have this problem why not put it back to confirm if new board is the problem or some event occurred when you replaced it.

Before connecting your devices...
The signals that enter the TV and connected devices will need to be output in the correct format using the suitable connections. Below are the different types of video connectors. When connecting the TV, use the inputs that are available on your devices that provide the best video performance.

DVI The Digital Visual Interface is capable of transmitting high definition video, but does not transmit sound. You will need to use the audio connectors of your device (usually Optical/Coaxial digital, or RCA). It is possible to connect an HDMI device to a DVI device using a HDMI to DVI adapter. Component video Component video is an analogue connection. It is capable of transmitting high definition signals. Component does not transmit sound. You will need to use the audio connectors of your device (usually Optical/Coaxial digital, or RCA) S-Video Separate video, abbreviated S-Video and also known as Y/C is an analogue video signal that carries the video data as two separate signals (brightness and colour), unlike composite video which carries the entire set of signals in one signal line. S-Video, as most commonly implemented, carries standard definition video. It does not carry audio on the same cable. Composite video Composite video is an analogue video (no sound) format. This is the connector you should use if you do not have any other connector available, in terms of quality. RF/Coaxial RF Coaxial Cable connection is used for transferring television signals (audio and video) originating from an antenna or cable box to a Television.

When viewing on Digital TV:-
Sometimes Audio and Video signal can not be transmitted simultaneously due to additional process time for the video signal compared to that of the audio signal.
Often video signal takes more time than the audio signal to convert from analogue signal to digital signal in the Digital TV.
It may result in mismatch of the picture and sound.
In the TH-G30/40's HD AV Sync menu, you can adjust the audio signal delay for simultaneous AV signal transmission
1. Delay time can be varied in 10msec steps.(0 to 300ms)
2. Delay time is different between TV Brands.
So you need to adjust the delay time for correct lip-sync.
The adjustment is listed in the instruction book page12

In the ULead VideoStudio Application. Go to "Capture" tabbed panel. Select "Options" then "Video and Audio Capture Property Settings...". A window should pop up.

In the "Source" tabbed panel. Change the "Input Source" drop down menu to either "Video Composite" or "Video S-Video" depending on whether you are using the yellow or S-Video picture lead.
Change the "TV System" combo-box to PAL for colour and NTSC for black and white. On my computer S-Video option is showing black and white when using my Sky HD box, don't know why this is yet.
Try the above and you should get a picture. You can also change the frame rate and other compression techniques etc.
If it still doesn't work try changing your digital/sky/vcr/xbox picture settings to PAL for colour or others for picture preference.

It is a signal issue.

Does the Sony surround upscale the signal from normal RCA to Component video? If so I have found that sometimes there can be signal sync issue. Meaning the signal that the component video convertor (inside the surround sound unit) sometimes struggles to give a clean component video signal. The TV then struggles to filter the signal correctly resulting in a jumping picture. Try plugging the DVD video only (yellow RCA lead) straight into the plasma and see what happens. You can also try playing with the signal frequency of the plasma, from 50 - 60hz. This will found in the menu of the plasma. Hope this helps. ST

You didn't say if you are receiving an off air picture or cable or satellite. The reason the commercials look good is because the local station (or source) transmits them "in the clear", that is, without any enhancements to the video signal. Network programing or local newscasts are sent through a device which inserts a reference signal in what's called the "vertical interval". You may have seen this as a series of flashing dots or pulses at the very top of the picture. There's a lot of information packed into the VITS (Vertcal Interval Test Signal). One of the lines contains a reference pulse for video which is set at a certain level. Your TV sees that level and automatically adjusts its circuitry accordingly. What I suspect is that your set is out of calibration and is pushing down the video signal because it is not "seeing" the level properly. A video alignment should correct this and can be done by a good repair facility. Hope this helps.
