Well if it's old it can be burnt in from something being on there for too long. The inside of the T.V.'s have plasma gases and they can run out uncontrollably too. Sorry, but you can't do anything.

Are the lines different colors? Are they in the vertical direction? Is each line the width of a row of pixels? If so then this can be the Tcon board or the panel. Can you send me a picture?
