lost the PC (story?) and PC case lost did you? or bought a used mobo raw off of ebay or worse amazon? a used MOBO PULL. that code off mobo is the contract codes HP to Infineon?, it is not any kind of HP partnumber real. so for fun I did the reverse look up for you. using HP Pavilion P6710f it is. top sticker on mobo tells what it is. go here, click country type P6710F and see lots of models that used this board world wide, only a real service tag number now lost tells exactly all things that were inside the PC new. https://partsurfer.hp.com/

Is your motherboard actually Windows 7 Compatible? It looks as if you have an ARM processor, if this is the case you will not be able to install Windows (7 or otherwise)
The beep is actually called a beep code and it is telling you where the problem is. IF that is one short and one long beep than the problem is memory. You may have to just reseat you memory or replace one of the modules.
This is a link to a page that goes over all the beep codes used on HP's. You should have a look and a listen and you will soon know where your problem lies. If it is bad ram then it is annoying but also a good excuse to upgrade the amount of ram as it is fairly cheap these days. Extra ram will make a big difference to how fast your hp runs. It is the second best thing you can do to improve your speed, the first is a newer type video card with over 1gb of vram.
The cost of say 4gb of ram can be under $40 , sometimes quite a bit less. And it is something you can replace at home. If you buy the ram from a shop they can be usually convinced/bribed to put in in for you.
looking at a picture of it i see the mini pci slot near that ram slots. the wireless card is in that slot and has 2 connections that are round with a pin in the middle one will have aux written next to it that is for the white wire and the other should say main and that is for the black one. some have a white and black triangle pointing at them.
