Running under the assumption that the CD is actually working, have you checked the BIOS settings to indicate that you want the CD to be the first boot device?

Alternatively, some if not most systems will accept an F12 during boot up to query the user where to boot from.

You would need to use a "usb" to hard drive cable. It looks like this: http://gizmodo.com/168149/brando-sataeide-to-usb-20-cable

Then, it is simply a matter of "cloning." The other alternative is to find a pc repair shop with a hard drive duplicator. It will copy much faster.

Please rate if you find this helpful.

Testimonial: "very useful, though I'm still a bit at sea as to how one gets to the cloning software once the hard drive is a blank slate. "

Why does my laptop turn itself off after i enter the settings f2 or f12

You cannot do this without installing an operating system first on the hard drive, that has the drivers for the advent laptop you are using.

It switches off because it cannot find the windows operating system.

Try and download a free copy of knoppix (Linux) to run from the CD/DVD drive to see what is on your hard drive.
KNOPPIX Live Linux Filesystem On CD

It will give you a windows like environment to use the laptop.

WD passport 250GB harddrive

Is your laptop a Macintosh and your desktop a PC (running Windows)?

If so, your drive is likely formatted in Macintosh file system and your PC can't read it. Your iPod is formattted in a PC file system and thus both your Mac and your PC can read it.

I can't move ANYTHING onto the hard drive

In order to properly access the full capacity of an ATA interface hard drive or partition larger than 137GB and properly support 48-bit logical block addressing, Windows XP Service Pack 1 or Windows 2000 Service Pack 4 are required. This issue does not affect SCSI hard drives. Your os x10.3 is not compatible:)
