HTC has an optional Arabic package if this is the language you want. The software is available from their website here:

I do not see any other languages provided by HTC. I'm not sure how to change it to any other language.
If you wanted Arabic, please be careful when using the update above...
DANGER 1: Using this upgrade will erase ALL information from your Viva, so backup all your data to the computer first!
DANGER 2: Follow the directions carefully. You will have to connect your Viva to the PC. Then you will run the program to upgrade the phone. While it is upgrading, be very careful not to disconnect the phone! Make sure the phone has a strong battery before starting.
Also, if you want the Arabic package that I linked, please install the Language ROM first. The second update on that page are free extra programs that look nice if you want them. They will only work if you install Arabic. They should not cause any data loss as they are just extra programs.
New! If you wanted Western languages (not Arabic), do this:
1) Start menu
2) "Settings"
3) Go to "System" tab at the bottom
4) "Regional Settings"
5) Change your language in the drop-box at the top of the screen
6) Press "OK"
7) Restart the device to use the language
(Sorry about all of the Arabic information if this was what you wanted. I never knew this was part of the phone!)
