Are you mechanically inclined? You may have several problems. 1st, heating element is most likely burnt out. Then I would check ball and socket assembly that back of drum fits into. Also check felt in front of machine that drum rides on. May need competent service person on this.

I would say your right on track, check your heating coil when you locate it also...just in case.

SOURCE: I need to replace the belt in my GLER341AS2 model

Unplug the dryer and using a 1/2 inch pait scraper locate the spring loded clips holding the top down to the front of the cabnet. They are located about one to two inches from the front corners of the dryer.
Lift the top and rest it on the wall behind the dryer.
Looking inside the dryer locate the screws holding the front panel to the cabnet and remove the screws.
Mark the wires to the door switch and remove.
Remove the front panel.
Go behind the dryer and remove the small rear panel near the bottom of the dryer.Observe how the belt is attached to the pulleys.Release the tention on the belt by moving the belt tentioner and sliding the belt off the motor pulley.
Go to the front of the dryer and grab the belt on the top of the dryer drum. Holding the belt lift the drum straight out holding the drum with the belt.
Check to see if all the rollers are in good shape and rotate freeley. Oil if needed.
Check to see if the teflon gliders located on the front panel that hold the drum are in good shape. Replace if needed.
Vaccum the inside of the dryer.
Put the new belt over the drum and line the drum up and install back into the dryer.
Put the front panel back on and reinstall the two screws.
Replace the door switch wires.
Make sure the grooves on the belt are flat to the dryer drum
Put the top down and go behind the dryer'
Locate the belt.
Pinch the belt and insert it under the tention pulley and slide it over the motor pulley. Make sure the belt is positioned straight and located where the old belt was positioned on the drum.

That burning smell is probably a lint build up in the blower system of the dryer.
You will need to remove the back of the dryer and look for the vent tubing going to the hose connected to the outside. Once you find the tubing then disassemble and clean the tubing and blower wheel of dust...then clean your flexible vent tubing you have attached to the back of the dryer.

Probably an auto tec installed the recepticle on the wall or in the electric pannel. in home electric the black wire and the red wires are hot. In automobiles the black is ground. You should have 240 volts between the two flat connectors on the plug when its pluged into the recepticle.
