contact Tyan and request support, just say that the hardware was in a machine you were given. It might be that that there is a generic password built int the firmware. Such a practice is common on most electronic equipment, hope you are lucky. Otherwise look for an answer on Tyan forums or Tom's Hardware

This is usually the hard drive is bad.

Do you have the disks to install the drive, it is blank so the machine will not see it. Use the back up disks to laod the systems operating program.

Try clearing the CMOS by either the CLR_CMOS jumper which should be marked on the motherboard or remove the power cord from the PSU (power supply unit) and then take out the BIOS battery for 20 minutes. Put the battery bac k in and see if the motherboard will fire up and display.
While you wait make sure the CPU's (both of them) are seated properly and also make sure that the RAM is seated properly in the slots.

Dissemble your whole PC. Clean thoroughly. Check BIOS battery with a multimeter. Try to boot without expansion cards. Change RAM if you have extra one. There are so many procedure you can take. Keep informing.

Try booting without expansion cards. Watch your processor temperature carefully. I guess you have problems with processor. Try another processor if you have around. Keep posting.

tyan i5400xt.. to test for ground.. pull the board from the chassis and test with a different known good power supply

if the boot works... then you have a power supply issue...

does the board have a post code lighted signal ???

if so.. a bad power supply should goto FF error code

verify you have enough power on the cpu rail with your power supply specifications also

be sure you have all cables 4 pin 8 pin and 20/24 pin connections done correctly.. lastestly check if the board is touching the chassis edge anywhere... could cause a ground

also take and loosen all the MB screws from the chassis.. just let it hang there this will test the grounds needs the screw connections
