The manual says: Confirm all connections. Off is selected for Charge by computer in the setup menu. When charging by connecting the camera to a computer, battery charging stops when the camera is turned off. When charging by connecting the camera to a computer, battery charging stops if the computer is suspended (sleeping), and the camera may turn off. Depending upon computer specifications, settings, and status, it may be impossible to charge the battery inserted into the camera via computer connection. So be sure you are charging the correct way. Best way to do is to remove the battery and put it on the charger for a couple of hours. If you have the battery out, you can check all connections of battery and in the camera. In trouble shooting, more than a full page is dedicated only to the battery and the method of charging. The manual is still online, but should also on the CD you got with the camera.
The charging procedure varies from camera to camera. Some cameras charge the battery by plugging the camera into a wall outlet. Some do it by connecting the camera to a powered USB outlet. Some cameras come with a separate battery charger. Some cameras come with a charging dock. Some cameras don't charge at all, using standard batteries which can be charged using a standard charger.

In General. Nikon Coolpix cameras TURN ON when you change them. This means when you plug in USB with a computer the camera turns on and the computer sees it.
If you turn the camera ON. And the Battery indicator shows "FULL CHARGE" you may NOT be able to charge it.
To eliminate variables. Do not charge with the computer until you charge with the adapter (wall charger). When the wall charger works then try the computer.
Look at page 145 in your manual for Computer charging.
Make sure your date and time are set in the camera.
I find it interesting that you say the camera won't charge, rather than saying that the battery won't charge. Are you trying to charge the camera with the USB lead, in the same way that you can charge a phone or mp3 player? This kind of camera doesn't charge that way, I'm afraid. You have to take the battery out, and charge it in the charger supplied with the camera.
After 12 months use camera batteries will not hold a true charge, but they can still be used for clocks, or remotes. Buy new ones. We all have the same problem.
Charge the batteries by plugging any 5 volt (1.5 or 2 amp output) transformer directly into the side of the camera. Many Fuji transformers have the same plug as well as some old Kodaks and Ricohs; and I have also used the charging transformer/cables from my TomTom GPS (home and auto) to re-charge various Porsche-design Fujis and equivalent Leica Digilux cameras.
The camera was working fine 5 days ago. Yesterday when I tried to switch it on, I assumed that the battery was flat so I charged it but when fully charged the camera still won't switch on. i Please help!
