You need to print this out-on someone else's computer. Hope it works for you!
Remove the battery and charger/ac adapter/power cord from your Compaq
Presario F700 laptop, press and hold the power button for 20 seconds to
discharge any residual current inside the Compaq Presario F700 . This
clears your RAM and is like a hardware reset. Replace the battery and
charger/ac adapter/power cord and turn your Compaq Presario F700 laptop
on.
Boot in "safe mode". As it starts up press F8, the computer ask you if
you'd like to start in safe mode. Highlight "safe mode" and press enter.
See if your laptop is booting up ok .
If your Compaq Presario F700 boots ok, do the following,
Try System Restore first,
Start Menu->All Programs->Accessories->System Tools->System
Restore. Choose the most recent date before you the encountered problem.
If it doesn't work, try the next date.
If System Restore does not fix it, as a last resort, you might need to
fdisk, reformat your laptop hard disk clean and reinstall OS, that
usually fixes all bugs. Before going that route, try following,
Uninstall unnecessary programs and applications.
Scan with a antivirus program
Scan with a spyware/malware program
DEFRAG C:
CHKDSK C:
Clean up and repair registry problems with registry repair software of your choice
If the problem persists, did you check if it could be your Compaq
Presario F700 laptop power cord or power source problem? Defective or
insufficient power supply might cause error messages that are
misleading. Take the battery out and power on your laptop with the
charger only. Make sure your Compaq Presario F700 power jack and charger
plug tip are securely connected. Did you notice the power jack loose?
You can find laptop power jack on ebay. Fixing and soldering the power
jack requires professional skill though. The charger green/blue LED
should be on. If not, replace the defective charger. Compaq Presario
F700 laptop battery charger, especially its power cord/cable, lifespan
is limited and does not last forever, consider buying a lifetime
warranty charger online from company like www.topmic.com
I have the same issue...new motherboard battery, new computer battery, new power supply...no dice. nada. nothing. Same result as what the little boy shot at....NOTHING! Help!!

first check the AC adaptor is there any output voltage? if yes follow these step:
try to turn on the laptop without the AC adaptor, if it still not power on, remove the memory card and try to reboot, if the problem was not solved reinstall the memory card and remove the hard drive because it can be fautly MBR in your HDD.

I have the same problem with my Toshiba too, prima facie, it looks like Toshiba and Vista don't make a good combo. I suspected this to be a pure hardware problem, but was disproven when I booted in safe mode. It does not have any problems with the AC Power on in Safe mode.
SOURCE: My ASUS Eee PC 1005P won't turn on. This had been
Try turning it on with the battery without the charger. Then try turning it on with the charger without the battery. If it still doesn't turn on either way, it's already a problem with the laptop's motherboard. If your laptop is still in warranty, you should have it serviced. Otherwise you need to bring it to a repair technician.
I think your DC Power Jack is bad. The DC Power Jack is where the power cord plugs into the laptop. If it is bad, then a good power cord cannot charge the battery, nor can the laptop turn on once the battery is drained.
You say it smelled burnt, that might mean it took a power surge. I always tell people that before your plug the power cord into the electrical outlet on the wall to remove the other end of the cord from the laptop. That way if you get a power surge you will only damage the power cord and not the dc power jack or motherboard.
Anyway, take an ink pen and push it into the dc power jack and see if there is some movement. The little pin or the casing of the jack should not wiggle.
The DC Jack is soldered onto the motherboard. To replace it you will have to take the laptop apart, desolder the old dc jack and solder a new jack onto the board. Sometimes the DC Jack sits in a slot rather than being soldered. The palmrest and bottom case helps to keep it in place. This type of DC Jack usually has a cable harness that plugs into the motherboard.
