This scooter may have air free tires not requiring any inflation. This type of tire has foam in the tire and is maintenance free. Look for a air inflation nozzle coming out of the tire. If you don't see one the tire is air free. If you do have a nozzle, then you can add air up to the maximum inflation pressure written on the side of the tire. Hope this helps.

You can try to do this with the cover off, just in case it is not seated properly and holding the lever from fully engaging. The actual swithc is a small microswitch down at the brake, and it can get dirt in it and that will stop it from working, or it may even fail, and need to be replaced. So I would:
1) try it woth the shroud off the motor using.
2) look for dirt around the switch.
3) take a paperclip and jump the scooter side of the switch to bypass the microswitch on the scooter, be careful not to short the jumper to the scooter frame.

Things to check: Drive/Free wheeling switch, brake release lever (this activates an internal micro-switch that enable power to the drive system, battery box connectors (condition of contacts - corroded, missing, loose. etc.); main control cable (corrosion. lose or missing pins, etc). If all these are OK, could be controller or drive control potentiometers (speed, forward, backward) on the handle-bar (tiller).
