Assuming Bluetooth mode. Insure Bluetooth is enabled on the iPad and the JBL and that they are in the pairing mode.

Sometimes I find it necessary to restart a device to get its Bluetooth pairing mode to connect to the device I am trying to connect it to, such as a speaker or even my car.

This usually happens when your speakers has hidden feature, try to look for for appear option. When trying the next time make sure that your paired device is not connected to it, as most probably it can not connect to two devices at time.

The pairing feature should be as simple as tapping the Bluetooth icon on the speaker. Then set your laptop to search for a new Bluetooth signal.

JBL flip connects via Bluetooth. Does your TV have bluetooth ? Follow manufacturers instruction on pairing a bluetooth device.

Use the AUX in from the laptops headphone jack

Either pair it through Bluetooth pairing, or use NFC (near field communications) if both devices have it.
