What do you mean by 'stream from my pc'?
None of the info I see for the device indicates it has any such feature. Does it have some sort of network plug on the back? Do you really mean that you would like to use the TV as a secondary display in Windows?
Assuming you have a PC running Windows XP, you have a few options. Windows Media Connect, MusicMatch or Philips' own supplied Media Manager software should work.

I'd go buy a Google Chromecast. It is a cheap effective way to connect your PC (or tablet or smartphone) to your TV, wirelessly.
It is a powered 'dongle' which plugs in to a HDMI port on the TV. You download and install the free Chromecast software to the PC and start it, then select the HDMI port on the TV.
This arrangement will then show on the TV anything which is on the PC monitor, be it streaming TV, movies, Youtube or whatever. Then all you need is to find the streaming service of your choice and sign up with a provider. Free-to-air TV is usually on the Net as well.
.
The best solution in this case would be to add an external streaming device to an HDMI input on your TV. Much cheaper than replaceing your TV that does not feature the application. Major League Baseball Roku MLB TV
You might see if when you are online if there is a software upgrade for your TV model that might upgrade the applications.

Your TV does not have a USB port so you cannot connect an external HDD and stream movies on to the TV. But you can buy a HDD based media player which has the necessary output sockets as well as all kinds of decoders built in to stream movies on to your TV.
What cable connections are you using? HDMI has to be enabled on you motherboard (high def. audio), if its S-Vidio you must run a seperate and dedicated audio cable from headphone jack to TV.
My first gues would be to right click your audio icon on your desktop toolbar and check your playback and recording settings, make sure the tuner card is the source, hope this helps!
it has abuilt in wifi card so that you can connect to a wireless network
