Did not bounce before we had the speed chip installed. We've tried several tires and that's not the problem. We've even lowered the air pressure some.

Replace the chip with the original one and see if the problem is still there, If it isn't then the problem is with the chip, perhaps the golf cart is going faster now and the suspension cannot dampen as efficiently?

Please be sure that your put correct tension on the blade. Check the blade guides and check if the blade is tracking properly. Make sure the tires are clean. If they're well worn out, change them . You may try to install new blades too.
I have an '86 Runner myself, most likely the cause will be blown shocks. I would also check the wheel bearing play and the ball-joints at the top and bottom of the steering knuckles. The broken C.V. boots don't usually cause a tire type bounce, more of a consistent vibration that varies at different speeds. And the shocks are pretty the only real DIY item on that list, everything else should be done by someone with experience, preferably Toyota experience.
Is it a bounce or a vibration. If it where the struts you would only feel it when you went over a bump.
To me it sounds like you have a tire issue. Either a tire is seperated or maybe out of balance.

Did anyone inspect the shock absorbers? Run the tires at the lower air pressure limit unless you are hauling heavy loads. Have the rear wheel alignment checked--it could have a bent axle housing. Check the rear universal joint and drive line for any damage. Did the truck, when new, have this problem? Is there any strange noise occurring when this happens? Hope some of this helps!
