What network is Tracfone supposed to be connected to? If AT&T , Verizon or other carrier you need to call technical support so they can program the network to your phone

Phone in the Other Sim and check the Phone Network Signal If Network Signal Problem not Solved So
Secend Option:
Your Phone Network IC Fault So Please change Network IC
And Network Signal Problem will Solved
if it is there isn't much you can do on this side of the network.

If your phone shows network unavailable messages maybe your phone didn't recognize your sim card. It's means your phone still locked on particular network and you will need blackberry storm 9530 unlock code to unlock your phone network. This blackberry unlock code can be purchased at third party sites on internet.

If your phone is an unlocked phone (one that was sold to use on one carrier but is now being used on another) then it wont be able to access the network for the internet or downloads. Different carriers have different setups for networks.
