I have a citizen eco drive watch.. the day is 17 when it should be 16. How do I set to the correct day of 16 ?

When you pull the stem out it should "click" once to adjust the date and pulled farther to adjust the time. Pull to the first click and rotate counterclockwise until the correct date appears. push stem back in.

My Eco-Drive watch is 8 minutes fast.

Take it to your citizen dealer. There is probably a problem with the actual movement of the watch and unless you know how to take the watch apart and diagnose the movement then you would not be able to figure it out.

Restarting my Citizen Promaster Eco Divers 200 Watch

Since it's eco-drive you can just wear it for a few hours and it should self-wind. The problem is that when it sits still for more than a few days it winds down. It gets its power from the natural movement of your wrist as you walk around.

Once it starts ticking again you'll just have to set the time correctly.
