Here is the procedure for resetting the Toner flashing light on Brother HL-2140 (sources for other answers here and self testing - specific to HL-2140)
Open the front cover and leave open.
Turn the printer off.
Hold the "white button" while turning the printer on. (All panel lights should be on.)
Release the "white button".
Press the "white button" 2 times (Pause, wait for all lights to come on.)
Press the "white button" 5 times. (All lights to come on again, then go out.)
Cancel "maintenance driver" install, if prompted
Close cover.
Power cycle printer.
This will:
reset the toner light (stop blinking)
restore the printing darkness (when toner light flashes, printer prints lighter to save toner)
It is possible that the drum needs replacing.
Print a lifetime status page, and see if it says "drum 0%". If so, replace the drum and RESET the counters by using the reset button combination.
Brother HL - 2140 Drivers Visit the above link from Brother Official Support. Select the Operating System and download the drivers. After in stalling the drivers, go to the Control Pannel - Printers, and set HL-2140 as default printer.

The cartridge reset gear most likely miss the switch in the printer and it didn't reset the printer, common enough. Look at the cartridge gear side in front of you, there is a big 'window on the right, is there a white or black "tab" in the window? (if not it can't reset the printer). Is the tab on the left side of the window (down)? If it is on the left you can open the cover and very carefully reset the tab to the right the up position.
Set your new HL-2140 as the default printer. Go to Control Panel, Click Printers and Scanners tab, and set your Brother HL-2140 as your default printer. You may have other printer as the default printer currently. Check your connections again. Connect it to another USB port as the current port might not be responding due to connection contact problem.
