The yellow wire @ st6 does not get power when the top oven is turned on. the red wire @ st 7 gets power when the top oven is turned on. the broiler (top oven) and the bottom oven work.
I am not quite sure I understand what is not firing, but looking at the wiring diagram, I would suspect that there is a bottom burner in your top oven that is not firing.
From what I can see in the wiring diagram, the problem is going to be one of two things:
1) The top oven sensor (although it doesn't make sense that the broiler work's with this bad.), or
2) The board is bad.
I assume your measuring voltage to ground or neutral, and measurement points on the valve for S7 are the same as they are for S6. You can trace the Red and Yellow wires back to the control board. Do that, and confirm whether there is voltage to the yellow wire.
I would guess that the door switch is good on the top oven as well, because the broiler burner works.
