That is your fuel drain screw so if you get any water in your carb you can drain it and it was loose thats why gas drained out of it

I have a Briggs & Stratton model 19E412 type 1131-E1 that will not start with starting fluid. It's getting spark to the plug, changed fuel filter and lines but will not start?

Question edited for clarity.
Question moved to a Briggs Generator category.

Engines only need 3 things to run.

Compression
A spark and the right time
Fuel

When you try and start, remove the plug and see if it is wet with gas? You may have a blocked carb jet.

Check compression.

Valve clearance for a Pulsar 2200 watt portable generator. gas powered. PG2200, not inverter model.

for specifics, you really need the maker of the engine and not the supplier of the generator. They tend to be Briggs and Stratton or Honda. There are some videos that may help, but Engine make and model will get you the manual for the power plant.

If this is your non-inverter model, the 'maintenance' section is lacking in any real information. The engine 'Service Manual' is what you need, but for that you need the make and model. Briggs and Stratton have a page of valve settings

Briggs & Stratton Briggs Stratton 6200 Watt Portable Generator voltage adjust

Usually the cause of slightly low voltage like this is that the engine is not running at full operating RPM. Find the high speed adjusting screw on the govenor linkage and adjust the engine RPM until the output is 220V - 240V

I have a Briggs and Stratton Elite series5500 watt portable generator. I cannot get it started. It has gas and oil but will not start. What could be the problem

Ensure choke is turned on while starting.
Ensure spark lead is fully pushed onto plug.
Remove spark plug and check there is a spark by keeping spark plug against body of engine and cranking engine, if no spark check there are no broken wires in ignition circuit.
Turn off gas tap if present. Remove the float bowl while holding a container under it to collect any gas. Turn on tap and check the fuel flows freely.
Check the air filter is clean. If it has foam elements these can be washed with warm water and detergent, rinsed and then oiled with a teaspoon of oil evenly distributed through the foam.

GENERATOR WILL NOT MAKE POWER AT PLUGS ONLY MAKES 23 AMPS

Your manual says only plug 20Amp loads into each 120 receptical. See manual at: http://bsintek.basco.com/BriggsDocumentDisplay/default.aspx?filename=fequxHX-nfBhU7y

that would be 4 recepticals tmes 20 = 80 Amps'

80 Amps times 120 V = 9,600 Watts This means that you cannot hook up all 4 outlets at the same time as that would overload the generator all you can hook up would be 2 outlets of up to max of 23 Amps

The manual restricts you to each load no more than 20 amps because some devices such as drills, water pumps exceed their running load upon start up, and would exceed the 20 Amps momentarily, thus 23 amps.

The maximum power load of the generator is 5000 watts and 20 amps at each outlet.

You certainly are within the useful range.

Volts time Amps = Watts

Briggs and stratton generator keeps throwing the circuit breaker

Power tools CAN draw heavy loads if the voltage or frequency is off. Both of those CAN be a fault of the generator.

Check the frequency by plugging in a clock with a moving second hand and time it for 10 minutes against a quartz clock. ALSO do a voltage check with another voltmeter.

The 5500 Watt generator should hold 40 amps. Power tools with induction motors like some table saws take a large starting load near this value AND would be sensitive to low voltage AND especially low frequency, both of which will cause much higher current draw.

One MIGHT have to resort to put an oscilloscope on the output to make sure the waveform of the AC output is normal..
